From a legal standpoint, users and businesses demand a certain level of security for their trade relations over the Internet are legally valid. This has created legal norms as the Law no. 126-02 for Electronic Commerce, Documents and Digital Signatures.

In the case of law of the Dominican Republic, perhaps the most important is the Decree No.335-03, which gives the same legal effect to the Electronic Signature that the manuscript. The legal validation of electronic signatures removes legal barriers and power development business over the Internet. The company AVANSI, has fulfilled the requirements established by Law no.126-02, its implementing regulations and its Supplementary Rules satisfactorily so the Instituto Dominicano de Comunicaciones (INDOTEL) has given the privilege of being the First Certification Entity in Dominican Republic. In particular the Board of Directors of INDOTEL in exercising its statutory powers and regulations authorizing the company AVANSI to provide:

  • Issuance, administration, registration and preservation services for digital certificates.
  • Registration Authority(RA)Services:
    • Identity check or other applicant's data considered relevant to the identity verification.
    • Register of the procedures that are submitted to the CA or RA.
    • Delegation of operations or in other Registration Authority.
    • Other services or activities related to Registration Authorities determined by INDOTEL.
