1. Digital certificates [Up]

1.1 ¿What is a digital certificate?

A Digital Certificate is the electronic equivalent to an ID that allows us to identify, to sign and to cipher electronically documents and messages. A digital certificate associates the public key with its owner. The validity of a Digital Certificate is based on the confidence deposited in the Certification Authority, which emits it after the veracious checking of the accredited identity.

1.2 What can I do with a Digital certificate?

A Digital Certificate serves for:

  • To authenticate the identity of the user, of electronic to third parties.
  • To digitally sign and assure the integrity of the information that is transmitted and its origin.
  • To code information in order that only the addressee of the document could accede to its content.

The use of a certificate guarantees us:

  • The identity of the issuer and of the recipient of the information. (Authenticity of the parts)
  • That the message has not been manipulated during the sending process. (Integrity of the transaction)
  • That only issuer and recipient see the information. (Confidentiality)
  • That the holder of a message could not deny the document that was signed. (Non-repudiation)
1.3 What elements contain a digital certificate?
  • The identity of the holder.
  • The holder's public key.
  • Information of the certificate: number of series, expiry date, Etc.
  • The identity of the authority of certification that issued.
  • The certification authority's signature.
1.4 Who intervenes in the process of issuance of a certificate?
  1. Certification Authority (CA): It is the entity responsible for issuing and managing digital certificates. Acts as a trusted third party, between subscriber and the third relying, on electronic relationships, linking a particular public key to a person. In our case, the CA is AVANSI CxA.
  2. Registration Authority (RA): person or delegated institution for the CA who check of the identity of the solicitors and other functions inside the process of expedition and managing of digital certificates.
  3. Subscriber: Is the person for whom the certificate is issue.
  4. Solicitor: Person who requests the expedition of the certificate, can be different that the subscriber because the solicitor can be the company and the subscriber an employee.
  5. User: Person who voluntarily decides to trust in a certificate.
1.5 When it is possible to issue a certificate?

The issuance can be completed as long as the identity of the subscriber can be verified.

2. Revoke Certificates [Up]

2.1 What does mean to revoke a certificate?

To revoke a certificate is to annul its validity before the expiration date.

A revocation can be requested by the user at any time, and especially, when the holder believes that the safety of its key has been compromised.

To check if the signature is or not valid, the recipient of the signed document will have to consult its validity.

2.2 How can I consult the revoked certificates?

We can see the revoked certificates acceding to the CRL that presents a list with all the revoked certificates. CRL info is published in each digital certificate.

2.3 Which are the principal reasons of revoke?

The principal causes are:

  • Voluntary by the subscriber request.
  • Loss or damages in the support of the certificate.
  • Death of the subscriber or its representative, total or partial disability, of any of them.
  • Ending of the representation or extinction of the represented entity.
  • Inaccuracies in the information provided by the subscriber when obtaining the certificate.
  • If the CA or the Subscriber keys have been compromised.

3. Digital Signature [Up]

3.1. What is a digital signature?

It is a signature that you can apply on electronic documents, obtaining the same effects that a manuscript signature.

Technically, a digital signature is obtained applying a series of mathematical operations on the document that we want to sign. The aim is to associate the identity of the signatory with the above mentioned document.

3.2 What technical warranty has the digital signature?

It can detect any manipulation of the signed document and is associated both with the document and with the signatory.

3.3 What legal warranty offers the digital signature in Dominican Republic?

The Law 126-02 on Electronic Trade, Documents and Digital Signatures, its Regulation and its Complementary Procedure to provide Services of Digital Certification in the Dominican Republic offer legal protection to electronic signatures. AVANSI CxA. emits digital recognized signature, which, used with a sure device of signature there has the same value and recognition of legal effects that a manuscript signature.

4. Certification Authority Certificates [Up]

4.1 What is a Certificatory Authority?

A Certification Authority (CA) is a confidence entity for the issuer and the recipient of a communication. This confidence of both in a trusted third party allows that any of the two should trust in turn in the documents signed by the CA, especially, in the certificates that identify both ends.

4.2 What is the use of a certificate of a Certification Authority (CA)?

The root certificates of CA will be necessary to verify the authenticity of any Certificate emitted by it. The AVANSI CxA root certificate, will aid the user who incorporates it to its browser, to assure that the user's certificate was issue by AVANSI CxA. Consequently the certificate is authenticated and it will be able to accept the signature or identity of the user of the certificate with whole was guaranteeing.

5. AVANSI CxA Digital Certificates [Up]

5.1 What is AVANSI Cx A?

AVANSI CxA., is a Certification Authority (CA), the first CA in Dominican Republic.

In a frame of progressive growth of the E-Administration, this entity appears, with the aim to increase and promote the development of the electronic government, guaranteeing the safety, confidentiality, authenticity, integrity and irrevocability of the transactions done between citizenship and entities thru the Administration. With this purpose the company started to issue certificates since 2006 with the approval of the Directing Board of the Instituto Dominicano de las Telecomunicaciones (INDOTEL).

5.2 What type of certificates AVANSI CxA issues?

The certificates issue by AVANSI CxA, allow the users to identify it self in Internet and to exchange information with the guarantee that only you and the other person speaker can accede to it. The types of certificates that are emitted nowadays are:

Digital Certificate for natural person with Institutional Link (Employees).

Digital Certificate for Legal Person (Companies or Companies Departments).

5.3 Where is valid the certificate's from AVANSI CxA?

The digital certificates are valid in Dominican Republic.

5.4 In what support the digital certificate is saved?

The Digital Certificates can be saved in two types of support:

  • Software support(browser)
  • Hardware support (Smartcard or Token)
5.5 Is it possible to use the certificate from any computer?

When the certificate is saved in a hardware support (Smartcard or Token) you can use the certificate at any computer that has a card reader or an USB port.

When the certificate is saved in a software support you can use the certificate at any computer that has the certificate installed, as long as the subscriber has a security copy.

5.6 Is it possible to have the same certificate in several browsers?

Yes, as soon as the certificate has downloaded it, it is possible to install in several browsers using the options of exportation and import of certificates.

5.7 Can I have more than one certificate installed in the browser?

Yes, the number of certificates depends on the version of the browser.

5.8 Is it possible to have more than one certificate per holder?

An employee will only be able to have one certificate issued and in effect under his or her name. A Company be able to have issued and in effect as many certificates as the representatives needs.

6. Certificates for Employees [Up]

6.1 What is a Digital Certificate for Employees?

  The Certificate for Employees is a digital document that contains, among others, the subscriber identity information. This way, the Certificate allows him or her to identify in Internet and to exchange information.

6.2 What can I do with a Digital Certificate for Employees?

This Certificate allows to his or her holder to identify in Internet and to exchange information with other persons with the guarantee of which only you and your speaker can accede to it. The natural person's Certificate will allow the person to do transactions in a safety way with the Public Administration across Internet, send e-mails, to complete electronic transactions with companies. Thanks to your Certificate you will be able to forget displacements and unnecessary waits.

7. Certificates for Companies [Up]

7.1 What is a Digital Certificate for Companies?

Technically there don't exist big differences between these two certificates. Only additional information is gathered in some cases or the information places in a different place.

According to the basic concept of Certificate for Companies, it is that one is issued in favor of an entity that will act by means of a representative. Since it is estimated, the difference between both rests on the one who is the holder of the certificate.

7.2 What can I do with a Digital certificate for Companies?

They will be able to be used “when it is admitted into the relations that the Company should support with any Administrations or in the contracting of goods or services that are own or relating to draft or ordinary traffic”. That is to say, an unlimited faculty of use is not granted, but the acts have the limit of use of the Public Administrations these when they admit it or for the contracting deprived always inside its ordinary traffic.

With these limits of use what is claimed is to provide to the certificate of a juridical safety.

7.3 Who can request a Certificate for Companies?

The Law defines that this certificate can be request only by:

1. Managers or legal representatives of the entity. It is a question of the only managers, counselors, etc. That has a company.

2. Legal representatives or volunteer representative, they are those persons who without showing at first the legal representation receive this power across a power of attorney.

 8. How to get a Digital certificate [Up]

8.1 How can I get a Digital Certificate?

You most:

  1. Complete the issuance form at the Issuance Section, or write us an email to unidadregistro@avansi.com.do
  2. Follow the instructions provided.
  3. Once you receive an email notification, you most come to the RA office with your ID and any additional information requested.
